New: performance design guide

If you already opened a submission, review the new performance design guide before your virtual chat, and revise if you want to; push to your existing pull request and the evaluation comment updates in place. A passing result or a high score does not replace the design reasoning behind it.

The UWHPC onboarding exercise is a small C++ performance task built around a 2D heat-diffusion stencil. You implement two focused components, validate them with the supplied harness, submit your work for automated evaluation, and discuss your design in a short virtual chat.

What you implement

You are responsible for:

1. A Grid class that stores a two-dimensional field of double values and preserves the interface required by the evaluation harness.
2. The stencil operation that advances the interior grid points by one step and leaves boundary values unchanged, following the supplied problem statement.

Both go in a single file, src/submission.hpp, which ships with the interface declared and no implementations.

The template supplies the time integration, boundary setup, initial conditions, input/output, correctness test, benchmark, and build configuration. The exercise does not require prior thermal-physics knowledge.
